These changes mark a significant milestone in India\u2019s journey toward sustainable, clean energy and efficient waste management.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What\u2019s New in the Rules<\/strong><\/h2>\n\n\n\n<p>The revised framework delivers a streamlined, performance-focused approach, aiming to simplify processes, fast-track support, and align incentives with real-world performance.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Simplified Procedures<\/strong>: Reduces paperwork and approval bottlenecks\u2014great news for MSMEs seeking to invest in setting up CBG, biogas, and WtE plants.<\/li>\n\n\n\n<li><strong>Efficient Financial Support<\/strong>: Central Financial Assistance (CFA) is now disbursed in <strong>two stages<\/strong>:\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>50%<\/strong> upon receiving the Consent to Operate from State Pollution Control Boards\u2014backed by a bank guarantee.<\/li>\n\n\n\n<li>Remaining <strong>50%<\/strong> upon achieving \u2264\u202f80% plant capacity (or maximum eligible support).<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n\n\n\n<p>Even if a plant underperforms (\u226550% PLF), pro-rata CFA support is still available\u2014ensuring developers aren\u2019t penalized for scaling challenges.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Streamlined Inspections<\/strong>: Transition from rigid schedules to joint inspections led by SSS\u2011NIBE, alongside SNAs or BTDCs. Developers who opt out of advance CFA need just a <strong>single inspection<\/strong>, saving both time and cost.<\/li>\n\n\n\n<li><strong>Extended Claim Window<\/strong>: CFA claims can be made within <strong>18 months<\/strong> of plant commissioning or in\u2011principle approval\u2014whichever is later\u2014offering much-needed flexibility.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why This Matters<\/strong><\/h2>\n\n\n\n<p>India\u2019s ambition to achieve <strong>net-zero emissions by 2070<\/strong> depends heavily on transforming organic waste into clean energy.
